Quantum state needs an observer to collapse. Who was observing quantum states before any observer existed? Does it mean that the universe was in a gigantic superposition over all configurations of atoms until observers emerged?

Yes but this is only a thought experiment. It's a practical impossibility. Can never happen.

It can definitely happen. I can't remember the book - it won a sci fi award in the 1980's. It laid down the methodology for inferring the past. Highly credible when explained and thought out properly.
