Although... ...there've been more than a couple "AI" start-ups (as I'm sure you're more aware than I), that have "mechanical turked" (or otherwise crowd-sourced) their "AI back-end", all the while collecting users & capital...only to sell their users + vaporware via acquisition.
Also Yahoo started as a manual web directory, sans web crawler; and DMOZ was at one point the largest, maintained by a "community of volunteers". It's a distinct step in the evolution of information retrieval, unknown to many, soon forgotten, & thus likely to return in some form
