There are plenty of countries where these things happen, however. Just not working democracies. It often goes together with other issues such as high corruption levels, failing infrastructure, poor educational outcomes, and internal ethnic tensions.

Actually, almost all the countries in the world are ruled by rich people using all the powers (including brute force when needed) to advance their private business interests.

Australia almost had a minor version of that with Malcolm Turnbull and his plans for a carbon trading system that would have benefited his "trading" friends and family very much. But they gave him the boot as per our traditional customs.
