It already has to a certain degree! Nowadays there is something called LEED certification, and also some bonus if a Building uses lower-energy/clean-energy. The problem is that most tenants of these buildings have 10~15 years contract and don't care. It's more of a humn resp issu

Building energy modelling was born as a discipline out of the energy crisis in the 70s, so more like 50 years and counting.
