It happens. It took me about a year of trial and error in France for locals to accept my pronounciation as good enough to deserve a response. Without that it is very hard to get to a reasonable level for conversation.

Easy step 1: go somewhere where most natives speak english (e.g. Hong Kong) step 2: be anti-social and only talk to people when buying food

Yeah, I spent a year in Hong Kong. Learnt some phrases, but definitely couldn't hold a conversation. I wasn't even antisocial. Also, not all languages are the same hurdle. No way my adult english-based brain is going to easily absorb tonal languages.

I'm 7 months and counting in Montreal, Quebec. Didn't learnt French beyond 4 or 5 words. The language push is probably what annoys, and prevents learning.
