We disagree only on the semantics. To me general means broad or widely applicable. Generality is not a binary quantity. You can have ranges of generality e.g. ML models can generalize to varying degrees. I think we have general intelligence, but that generality has limits.

What hardened configured earth, no matter how it is configured with human abstraction sequences to do will never be able to do what the human mind/brain/body does. ie, muscle memory is not totally located in the brain & so to say, telepathy, passes through a faraday cage.
