In order to do good work, makers of movies, music, etc need the freedom to fearlessly create political content. Because all meaningful cultural content is political in some way. Difficult in a repressive environment. Cultural innovation & tech innovation work rather differently

Money talks! Authoritarian regimes, e.g. the Soviet Union, amassed huge cultural power - in the 30's with art, writing, propagating Marxist ideas of how to manage and organize societies hence why many people and states around the world followed their lead.
