I think symmetry and other strong visual regularities only offer a fairly superficial form of beauty, because they make your design quite predictable -- even boring. I find it more interesting to seek harmony between richly diverse parts. Add unpredictability to elegance

Moscow is maybe a better example of a self-similar city. Paris architecture reflects a lot of nuance and variation over the centuries.
