Are we entering something similar to middle ages,but idea of god is replace with algorithms. We study work of algorithm (like with alphazero). We only follow "wisdom" of algorithms.

That’s the purpose of rules. They are made so people don’t have to spend computational time solving problems that have already been solved. All kinds of bureaucracy process the messy business. If it’s not messy you don’t need bureaucracy.

Hard Fact: Whenever something wide scope new comes along it is abused widely until laws are created to suppress the abuse. For the law makers don't know till after the fact what laws to create. From the wild west to cryptocurrency there are many examples.

Case in point the Ten Commandments, they were not meant to be a definitive list, it was meant as a beginning, not an end all, the concept of rules to govern moral behavior, the genesis of Law, but as usual Man became lazy & misinterpreted the purpose, your point

The problem with this is that it devolves into some having to obey different rules than others - richer/more connected people securing for themselves a lighter rules regime than poorer/less connected people. Then, the latter whip out their gillets jaunes.

Perhaps a third layer needs to be added to the matrix: Should there be a rule here at all, in light of all the other rules we are imposing for other purposes? Default answer should be "no", unless need for "yes" is proven well.

Unintended consequences, right? Remember Asimov's three rules of robotics? One of them was, "A robot may not injure a human being or, through inaction, allow a human being to come to harm." Sounds good, but this would eliminate sports, eliminate surgery, eliminate adventure.
