Make Hungary's membership in the union conditional on a prompt return to the rule of law and press freedom, i.e. demands for specific reforms with deadlines and sanctions / exclusion if demands are not met. Generalize to all members.

Disagree that it is a natural bias of humans. It probably is a natural bias of some /many human institutions for various reasons. Anyway, it's a minor point. We definitely do need more democracy. No other system will work
