Stating that a new technology is "in the dial up days" is meant to imply that it has the same potential as the Internet. But dial up was immensely useful from the start; the analogy only holds if the nascent tech in question produces a comparable amount of value right now...

Was machine learning game-changing from the begining? According to wikipedia term was coined in 60's. So we should have exeprienced 60 years of ML revolution. Every technology is a game changer if we can decide when this technology started.

Every technology has some primitive versions that were not useful or/and overhyped. We call these versions primitive using the power of hindsight. So current versions of technology might be bad, because they are still too primitive to be called revolutionary.
