Historically, this has been true, but I doubt it will be so in the future. The next great empires (likely China, India) will win via soft power, spreading culture and $$ to win hearts and minds

Khmer, China, Egypt, Rome or Inca, the condition to territorial dominance was the administration channelling food to central power. Military was only enabled by that. Greece or Mongol would be a different model based on conquest and short term by design. No direct causality then.
