in some tools especially open-source ones, I would say it’s simply lack of UX experience rather than empathy. it pays to learn it, however; it’s not something to overlook in my opinion.
Your interface choices reveal whether you care about your users. And apparently it's rare among creators of developer tools to have empathy for other developers...
