Any metric based on "perception" is hopelessly flawed, as you would know. See: people's perception of the percentage of the population that's immigrants. In France, most corruption is linked to construction permits and to political party financiation. On the 2nd one, local laws are quite strict. In the US, it seems that most of the “corruption” is done in the open and legally via campaign donations...
