Most of the weekly corruption stories that barely make the news in the US (both at the local and federal level) would be multi-year scandals in France or Japan. Which are pretty corrupt places.
But we rank as less corrupt than either in the Corruption Perceptions Index!

Any metric based on "perception" is hopelessly flawed, as you would know. See: people's perception of the percentage of the population that's immigrants. In France, most corruption is linked to construction permits and to political party financiation. On the 2nd one, local laws are quite strict. In the US, it seems that most of the “corruption” is done in the open and legally via campaign donations...
