Twitter struggles to ship new features. The big issue is that Twitter can be very, very different things to different users, yet everybody uses the exact same app. For some it's a diary. For some it's a circle of friends. For some a way to get updates from celebrities. Etc...
At this point I think the right move would be for Twitter to start building different apps on top of its network, specialized for different user categories -- or let third-party developers do it.

Also, I wish Twitter would stop trying to make "moments" a thing. It's unbearable
Interesting thought. But don't you think the 'exact same app' is what ties the whole experience together? Building categorised apps will inevitably dent that exp, albeit offer users what they came for. More so, users that access >1 thing will be lost in a maze of app switching?
It would be an additional problem for Twitter right? With your suggestion, I am sure some smart developer will figure how to make a better implementation of Twitter that ships faster, and come up with the right features that specific groups actually want.
The same question applies to google search engine - some people searches for serious study, some for inspirations, some for random fun....don’t feel like they need to diversify thru offering multiple bespoke UI for each type of users.
Maybe not separated applications but it seams that google search has dedicated ways to handle specific queries (news, videos, knowledge box, Q/A...). Even the search suggestions are targeted to different verticals.
Like FB with messenger ? 
I think they can top up a Instagram-like interface of Twitter which will appeal to quite a lot of people.
