At this point I think the right move would be for Twitter to start building different apps on top of its network, specialized for different user categories -- or let third-party developers do it.

Twitter struggles to ship new features. The big issue is that Twitter can be very, very different things to different users, yet everybody uses the exact same app. For some it's a diary. For some it's a circle of friends. For some a way to get updates from celebrities. Etc...

On Android not everyone use the same app (don't know for iOS). There's lot of third party app, and Twitter summer unpopular update to kill swipe navigation and put navigation bar bellow, didn't play in their favor On the other side, it's limiting its API to get ride of third app.
