In particular, if you understand something clearly, you should be able to describe it in precise algorithmic terms to a computer: you should be able to implement it from scratch (as a simulation, as a framework, etc).

I think that's not correct. For example, you can implement quantum mechanics in a computer and still not fully understand the results.
I should believe the point stands at been able to implement it if you understand it clearly enough, NOT being able to understand it's result, There's a distinction there.
