You seem to have a definite idea of who should do what. It may be a good idea, it may be an idea that actually works well somewhere else. But perhaps there are other possibilities.

I think his point is more in the lines of, we cannot keep thinking the gvt should solve all society problems alone - because citizens are part of society too, therefore also part of the solution. A healthy society requires both a responsible gvt & responsible citizens I suppose.
