On new facts, reliability is determined by looking at user votes weighted by their trustworthiness on the topic (votes from unreliable users get dropped). Grow from there. The system wouldn't drift much, because truth is self-consistent -- BS is not.
PS: subjective value judgments are not facts (is chocolate delicious?). Facts are part of an objective reality that rational, informed humans of good faith can agree on.
What would be the fact for news like "Palestinians die in clashes near the border" or "Israel kills dozens of unarmed Palestinians in Gaza"? I bet the reputable highly rated scores will go with the first headline.
