I actually think that's wrong. Yes, if Republicans had started with a *good* infrastructure plan, that might have put them on a better trajectory. But the infrastructure plan proposed by Trump was complete shit. It was basically the tax scam, but with cars.
The infrastructure plan Trump proposed essentially was: 1) encourage states to raise taxes for revenue, 2) sell off federal land and assets, and 3) give an open-ended tax credit to highway developers and hope they do...something...with it.
I mean, it's worth noting the GOP didn't just start with health care, they also did a tax cut — something that historically boosts the party doing it — and it ended up polling underwater. Why are we so convinced the infrastructure bill in this counterfactual would've been better?
Trying to argue what if the GOP had passed a big Recovery Act-style series of shovel-ready projects in 2017 is kind of meaningless. It's like asking what if Dems started out in 2009 by passing a fetal heartbeat bill. It's just not where they stand on that issue.
