Interest in people vs things should make women lesser programmers but greater managers, yet HR instead raises men to level of incompetence.
To me, THAT smells like the more serious unhealthy gender issue with tech HR — geared to maximized the applicability of Peter's Principle.

HR should recognize people are different and match jobs with people's personality, not "promote" workers to completely different jobs.

Fewer females shining as programmer == fewer "promoted" as manager. But management should be a separate career track, not a "promotion".
