My only quibble is some people don't like to get praise in public, but if you give a shit as required by the rest of the elements that's going to come to light quickly and you can create a buffer where they get praise in private but also recognition to the people who matter

Ever since I became a Jr dev, I've wanted to be a manager so that I can do these exact things. I've since become a Sr dev and even a lead dev, but still haven't had an opportunity to become a manager. How does one break into that sort of role?

I've done the whole developer-to-manager route and can't help but warn you : be careful what you ask for. Manager is not a level-up from developer. It's a totally different job and most creative people I know have not enjoyed the transition.
