Thing is there really is little benefit to inventors to gaining protection in just one country. A pan EU system aids business, inventors, and consumers and provides leverage in seeking protection in other jurisdictions. But this principle also applies to many other areas.
Perfectly valid point, useless to implement your own patent protection legislation if the scope doesn’t include other territories.
