It depends on the type of crime. Prison is super expensive. For violent and serious, absolutely! For non-violent/non-serious, different options short of incarceration would be better.

"it’s clear that poverty predicts homicide quite independently of black" it seems like a cyclical argument. He's basically saying that blacks are poorer and tend to have higher single-mother ratio so blacks committ more violent crime. There's so much wrong with this logic :-(
