Do I dare ask what is the most reasonable way to debug a C++ program on Linux in 2020?

Do you recommend it over Visual Studio in windows? All criticisms of Microsoft aside, VS still seems to be, by far, the best development environment I have ever used.

I am happy with it. I have never been in a situation where a feature I wanted was missing. I have used VS by the past and I am not looking back.

VSCode with NativeDebugger is quite decent too. (Although for most of the cases I end up just using printf.)
