No, that looks right. Every system up to GameBoy Advance was like this, but N64 and GBA included C compilers. Prior to that all you had was an Assembler.

Official developers were supplied with programming manuals that covered the hardware and also software libraries. However, these were heavily watermarked with unique codes/names so that they could be traced back to the developer. You were in trouble if you leaked them!
