It's the same cohort. The same people who were antivaxx in the 80s, then moved on to satanism, then "political correctness" in the 90s. Their parents - and kids! - always thought they were nuts. The canonical moral panics really are a boomer phenomenon.

Sequence of events: Rents explode. Homelessness explodes. Some of the newly homeless individuals develop drug addiction because homelessness is torture. Ppl then blame non-housing factors for the homelessness instead of the thing that caused it in the first place: housing costs.

The way they get your ACH information is to say it's necessary in order for them to direct-deposit funds they've recovered on your behalf (e.g. refunds), when their intention is actually exactly the opposite. How many people are they robbing from every month? How many even know?
