In that way, the Republican strategy is working great. If you can make this a war, if you can make it partisan and angry and vicious and impossible to parse, you can drive everyone who hasn't already made up their minds away from the process.

Something like impeachment presents an unsolvable problem. For undecided voters to break en masse towards it, it'd need to be bipartisan and unifying. But it is, by nature, polarizing and divisive, which turns undecided voters off.

That's what Ezra is saying is that the Republicans are winning because they know if they shout, if they make it partisan, undecided voters will tune out the yelling and assume it's bad because it's partisan. It's a deliberate strategy.

It’s genuinely depressing how revealing it is that a huge chunk of voters don’t actually care about anything, and just want a political landscape that allows them to tune out completely.
