1/ Thread on how DC’s Office of Campaign Finance has made it impossible to raise money online under Fair Elections:
2/ on Sunday, we set up an ActBlue account. On Monday, we planned that @PLKDC would file, and we’d launch our website w/the donation page....

3/ so since we couldn’t use ActBlue, we set up a Crowdpac. Crowdpac is essentially a GoFundMe for campaigns. Then, OCF told Patrick that all donors must physically sign this form when they donate, even if they donate online: http://patrickforward2.com/donate
4/ so, because no one wants to physically print out a form and scan it and email it to donate online, it’s obviously very hard to raise money online! Since Tuesday, I’ve been talking with OCF about it.
5/ OCF isn’t known for answering their phones. But just now, I had a conversation with their General Counsel. Here’s what he said: 1) that all online contributions require a digital signature. This is FALSE, it is not written into the regulations of the law.
6/ 2) that we can’t use Crowdpac for fundraising, because PAC contributions are not allowed under Fair Elections. I explained to him repeatedly that Crowdpac is an online platform, NOT a Political Action Committee. He continued to insist that this is not allowed.
7/ he then proceeded to mansplain PACs to me until I cut him off and told him I work professionally in campaigns. So essentially, OCF has made up requirements not consistent with their own regulations that make it near impossible to raise money online.
8/ Fair Elections has been the law in DC for several years now. The election is next year. And OCF is showing they are going to privilege incumbents by making it impossible for challengers under Fair Elections to get money online. They are making things up as they go. /fin
