actually it is. It's antiquated but still quite common. Here in MO, Nixon and Koster both referred to General by staff.

It is grammatically incorrect. They are not a general, they're an attorney.

It's a traditional court salutation. They are the Attorney General and have been traditionally called General by the Court.
