- If you can prosecute it takes way too long to get to trial - If convicted, the punishment does not create enough of an economic deterrent to make people choose a different line of work. Getting caught is a minor cost of doing business.

All the obvious solutions have been tired. A common frustration I have is people looking at a problem for five seconds and thinking well why didn't they do X? Well, duh, X is obvious, so either X doesn't work as well as you think it does, or there's reasons we can't do X.

Here's some of the challenges: - this crew broke into both front and back seats, grabbed all the bags, and was gone in 13 seconds. - car is almost certainly stolen, and plates probably don't match the car. - the folks doing this will run over people, smash cars, etc. to escape.

- bait cars are expensive. You got to have the car, and several officers on hand, often for hours. And then hope you can catch the thieves before they kill someone escaping.
