The immediate reporting of Katrina was that it was not as bad as expected. Then the flooding started.

Matthew. Imagine if it had been possible to spend a few millions and get everyone in New Orleans to add a few feet to the levies before Katrina hit. If it wasn’t enough would fox say it was a waste, if it worked, would they say it was a panicked over reaction for nothing?
