Almost everything the CIA does is a conspiracy, that's the whole point of the CIA.
As a rule of thumb, every conspiracy theory is false. Unless, of course, it is about the CIA doing some weird ass shit, and then it's probably true.

An irrational belief that a group is behind an unexplained event. Irrational because such a theory doesn't include specifics, like a motive or a method by which they could do it "lightning nearly struck me, so the FBI is controlling the weather to kill me". No motive, no method
