They are being paid for establishing the company/room in the first place. Sort of how artists are being paid not for the hours they put in the workpiece itself, but for the practice that got them to the state of being able to create it. You're paying for the position

Landowners and business owners are not the same thing (most of the time). Business owners take significant risk and are the ones who have thought about the business idea, and its organization/actualization in the first place. Not always, but usually, they really create sth new.
