I don't think this is what I'm remembering, feel like I saw an original quote where he was moralizing about personal use, but it's helpful, thanks. They are probably basing it on the same work.
I think I remember reading once that Jeremy Bentham said we shouldn't drink alcohol at all, and thought it was against utilitarianism, but I can't seem to find it again. Does anyone know about this?

I don't know about this particular claim, but it seems consistent with his ideas about poverty. To eliminate poverty, he advocates government intervention, even income transfer from the rich to the poor.
