Also, because of who owns more wealth, owners fare better during a shutdown than workers who are mostly living check to check. So sometimes they'll preempt a strike with a lockout

But it generally revolves around withholding pay/compensation then, right? The locking out of the workplace is more symbolic and prevents e.g. workers taking temporary control of the means of production.
