Socrates wasn't just critical of the ruling class, he was of critical of the complacency of his culture. He taught that everyone should be critical of themselves and the way they live.

Did Socrate criticised the rulling class because he was not in it ? Or is it Plato’s thing ?

Plato himself was from a rich family, but he took after Socrates in the sense that he believed money and inequality was the root of many of society's problems. Plato is known for his disdain towards the business men and "moneymakers" as the translation goes, of his time.
