Hunger Games ends the way it does because socialism has been erased from the ideological landscape in America. People literally can't imagine ending the exploitation of the miners by the capitalists in the city, only a change in leadership.
Also, that's why in American Sci-Fi, the heroes are always called the "rebellion", and never the "revolution". They don't even attempt to change the way society is organized, because people have forgotten that it is possible.
