If the public owned the infrastructure, as we do the roads, questions of special access wouldn't arise. We've never built "Ford only" roads.
New anti Net Neutrality Bills will always come as long as corporations own the internet. Public ownership is the only long term answer.

Nope, block chain adapted to internet ownership is the answer, centralization will only create a public monopoly (if that even makes sense)
