Taxpayers. Most medical R&D is done in Universities by researchers on government grants.

I am working in a publicly funded research laboratory on tests for SARS-CoV-2. I don't need to patent it because: 1.) People will die if I don't work on it, possibly me included 2.) I already receive a salary, I don't need a patent to enjoy my life

Our government already pays for innovation. Our discontent is that the innovators are permitted to perpetually re-bill us for it. When the alternative is to suffer and die, this is intolerably cruel.
