This isn't about Bernie. People are panicking and it's far far far more likely that they simply aren't sure what to do. Also, these are run by states. Also also, Biden voters skew older. Older people are much more in danger, therefore far less likely to go to polls.
The Democratic establishment isn't forcing all States to immediately institute voting by mail because they value suppressing votes as more important than health during a pandemic.

How could the democratic establishment tell states that are fully run by the GOP to do vote by mail?

I assume this is referring to the Democratic Primary. Which, if it is, that’s run by the Democratic Party itself, not the state, so a National Democratic Party order that all states move to mail in ballots for the primary would theoretically work.
