Perhaps build some housing to rent to them too, so you get that pay back?
My one "million dollar idea" for a business is to hire a bunch of people to do productive work, and then pay them only a fraction of what they earned for me, and pocket the rest.

Then you can build it up even further: use the money you got back to open an insurance company. Sell insurance to them, get even more money back. Also good idea: make an insurance mandatory to live in your housing projects!

Idiot, the real money is paying a bunch of people to do unproductive work and convince other, even richer people to pay you for the possibility that it might one day be productive.

Exactly, you just have to convince some venture capitalist that you are going to produce Artificial-General-Intelligence enhanced with Blockchain-Deep-Learning stuff and so you will eventually sell Time Machines/Source of Eternal Life, it is less hard than it may seem...

What if the business failed? But your workers still got paid in the meantime. They don't have to pay back the salary.
