        I would think targeted strikes and actions can serve outsized purpose Shutting down the airports and the ports, occupying golf and country clubs, jamming suburban traffic, etc

        yeah to the point they'll commonly initiate violence against it it doesn't strictly have to be a strike but it has to be similarly disruptive to their desired social order of course sometimes even that's not enough (flint is a major example of this)

        Sorry but the only threat the ruling class responds to is financial, a threat to their capital. Violence is a problem they can pay to get solved or diverted.
