Just a wild guess, but I think it's based on 700bn $ worth of weapons, plus God knows how much spent on propaganda. Arms are the bricks, propaganda the scaffolding, and blood the mortar for the shining city upon the hill.
Imagine thinking we have the authority to assassinate foreign leaders halfway around the world with drone strikes. On what is this authority based?
