what I like best about my city having strong laws that protect renters from exploitative landlords is how all the landlords just ignore the law and nothing happens

A third of our justice system is designed to enforce laws on the street human, but instead they become a value extraction machine. The next third is to enforce protections but over half of it is tying to skirt them. And the last third is comprised of people from the second third.
