Absolutely, just would add that the same is true for any excessive wealth. At the very least a 100% wealth tax should kick in for any wealth above ten million or so.
It's bizarre that people think billionaires giving their money to charity after they die is noble or good. That means hundreds of thousands of people obey their commands even when they are gone. The dead can dictate our labor? How? Anything but 100% estate tax is barbaric.

Why allow people to have an estate while they are alive? Anyone who earns above the median should have all their earnings confiscated and redistributed to the poor. Anyone who owns property more than the median--same deal. Taller than the avg? Go for the legs. Smarter? Lobotomy.
