I always thought that there would be plenty of crime in the panopticon. If there is only 1 eye and n number of cells, the greatest chance of the eye actually looking at you at any given moment is 1/n. This smacks of a very modern justification, though.

I always thought the best punishment is to have criminals explain themselves regularly to their victims. Only problem is, it's punishment for the victims.
