We have been down this path for thousands of years. Feudal lords and priests have always acted with impunity toward the common people. Their modern equivalents, investors, upper management and their ilk do the same.
One principle that is nearly universally agreed upon is that the more power and authority you have, the higher the consequences should be for misconduct, i.e. you punish a coach for cheating more than a player. And yet in our society, the opposite occurs. How is this possible?

We tend to hold powerful individuals less responsible for their actions because institutional structures blur the distinction between individual agency and institutional behavior.
