They mean nepotists who use their positions of authority in government, media, or academia to bar the entry or promotion of people with dissenting opinions. But you knew that.
When conservatives talk about the "elite", what they mean is people who have like…an education. What they don't mean are people who have like…billions of dollars and control industry and thus the government.

But when I, a libertarian, talk about the elites then I mean most of those you identify as elite and more. (An exception: Steve Jobs. He didn't control the government. He tried to ignore it and just make great stuff.)
