I'm pretty sure atoms are not deterministic
however I'm also not an advocate for quantum effects to be responsible for free will. In any case, even complex enough classical systems appear effectively non deterministic. Sorry the physics sidetracking -

Emergence is the property of a system NOT explained by summation of the parts of that system, particularly in complex & complex systems. Consciousness is considered an emergent property of the brain.
